75 Commander-legal cards that counter activated or triggered abilities, or stop activated abilities, are on this list. The most-played are Sublime Epiphany; Disallow; and Drana and Linvala (card data dated November 1, 2026).
Counter an activated or triggered ability on the stack, or stop activated abilities from being activated. Here are 75 Commander-legal cards that do either.
Two kinds of card answer an ability. Stifle, Disallow, Tale's End and Tishana's Tidebinder counter an activated or triggered ability on the stack, so it never resolves. Others stop activated abilities from being activated at all, for as long as they stay on the battlefield: Pithing Needle; Null Rod; Collector Ouphe; and Linvala, Keeper of Silence.
A counter for an ability stops a death trigger, a land's search ability or an Eldrazi's cast trigger once, at instant speed. The static ones shut down a whole class: Null Rod and Collector Ouphe every artifact's activated abilities, Linvala those of every creature an opponent controls, and Auras such as Arrest and Faith's Fetters one creature's or permanent's.
Rules note: mana abilities don't use the stack, so they can't be countered, and several of these cards leave them alone; countering an ability doesn't refund its cost, so a sacrificed creature stays sacrificed.
On this list, the most-played cards that counter triggered abilities: Sublime Epiphany, Disallow, Tishana's Tidebinder, Spider-Sense and Ertai Resurrected.

Commander-legal cards whose rules text counters a target activated or triggered ability, or keeps activated abilities from being activated, as each card was judged against the questions "cards that counter activated abilities", "cards that counter triggered abilities" and "cards that counter abilities". Cards that only counter spells are not listed. One entry per card, most-played first.

To counter a spell or ability is to cancel it and remove it from the stack: it doesn't resolve and none of its effects happen (rule 701.6a). Only activated and triggered abilities on the stack can be countered; a static ability isn't on the stack, it is simply true (rule 604.1).
No. An activated mana ability doesn't go on the stack, so it can't be targeted or countered (rule 605.3b); that is why Stifle and Disallow say "Mana abilities can't be targeted." Pithing Needle can't stop one either: it exempts mana abilities.
Stifle counters one activated or triggered ability already on the stack, once (rule 701.6a). Pithing Needle names a card as it enters, and activated abilities of sources with that name can't be activated while it stays (rule 602.5: a player can't begin to activate a prohibited ability). It doesn't stop triggered or static abilities.
No. The player who activated a countered ability gets no refund of the costs paid (rule 701.6b), so a creature sacrificed or a card discarded to activate it stays in the graveyard, and a permanent tapped for it stays tapped.
