A Blood token is an artifact you sacrifice, paying 1 mana and discarding a card, to draw a card. Here are 33 Commander-legal cards that make them.
A Blood token is a colorless artifact token with "{1}, {T}, Discard a card, Sacrifice this token: Draw a card." Each one is a later chance to trade a card you don't want for a new one, so Blood turns extra lands and dead cards into fresh draws.
Many Blood makers are black and red Vampires. Some make Blood when they enter, some when they deal combat damage or when a creature dies, and a few on demand, like Transmutation Font. Payoffs such as Anje, Maid of Dishonor and Strefan, Maurer Progenitor sacrifice Blood for life drain or to cheat a Vampire into play.
Rules note: discarding a card and sacrificing the token are costs, paid as you activate the ability, so you need a card in hand to use a Blood token, and the costs stay paid even if the ability is countered.

No. Discarding a card is part of the token's activation cost, and a player can't pay a cost without the resources to pay it fully (rule 118.3). Yes. Sacrificing moves the token from the battlefield to its owner's graveyard (rule 701.21a), where it then ceases to exist (rule 704.5d), so abilities that trigger when you sacrifice a Blood token, such as Gluttonous Guest's life gain, see it.
Jaws, Relentless Predator makes one for each point of combat damage it deals to a player; Odric, Blood-Cursed makes one for each of twelve keyword abilities among your creatures; Shilgengar, Sire of Famine makes as many as a sacrificed Angel's toughness; and Arterial Alchemy makes one for each opponent when it enters.
